MAFAP Phase II
Since 2009, MAFAP has successfully partnered with government institutions and research organizations in ten developing countries to create policy monitoring systems and carry out a consistent set of policy and public expenditure analyses across a wide range of agricultural value chains.
Over the next five years (2014-2019), MAFAP will build on the partnerships and evidence created to support governments in the reform of food and agricultural policies that are currently constraining agricultural development, especially for smallholders. In addition, MAFAP will expand its activities to other countries, including Bangladesh, Benin, Burundi, Rwanda, Senegal, and South Sudan. In South Sudan, the MAFAP team will pilot a tailored approach to address the specific needs and challenges of this new country. MAFAP activities in Ivory Coast and Zambia are also envisaged depending on additional donor support.
What’s new in Phase II
MAFAP supports governments in identifying, articulating and assessing options for reforming food and agricultural policies. The programme has four objectives:
In addition to Phase I objectives to:
- Collect, assemble and use targeted and policy-relevant data, including prices, market access costs, policy decisions and, public expenditure in support of the food and agricultural sector;
- Consolidate and strengthen national policy monitoring systems to measure policy effects and identify current policy ‘problems’ that affect the competitiveness of agricultural producers;
Phase II objectives also include:
- Articulate policy options and assess respective ex-post and ex-ante analysis to support suitable government reforms;
- Engage national stakeholders and development partners in policy dialogue, as part of a more inclusive policy reform process.
