Support for the design of the MRV System in the framework of REDD+ Readiness in the Sudan

Summary

Deforestation and land degradation are major environmental challenges affecting people’s livelihoods and their security in food production. Sudan forests are suffering from deforestation and forest degradation with deforestation rate reaching 2.2 percent during the last few years (Sudan National strategy, 2012-2016). Area losses in Sudan forests and other wooded lands cover is among the highest in the Near East and North Africa region (FRA 2015). Sustainable management of natural resources, including the forest ecosystems, is conceived by the country as strategic approach in improving agriculture productivity, reversing the declining trend of natural systems and contributing to carbon sink. The country, however, lacks the capacity to monitor forest cover/land use changes and to generate reliable and timely data for reporting on them.

Objectives

The objective of this Technical Assistance Agreement (TA Agreement) is to support the Government of Sudan, particularly the Forests National Corporation (FNC) of the Ministry of Agriculture and Forestry, in the design and implementation of a monitoring, reporting and verification (MRV) system for REDD+. The design and implementation of the MRV system will cover three essential aspects, namely a:

  • national forest inventory;
  • a satellite land monitoring system, as well as
  • the strengthening of national government institutions and the institutionalization of the MRV system.

Beneficiaries

Beneficiaries

  • Government ministries especially the Ministry of Agriculture. The FNC will fully participate on the project implementation, not only in national level but also in state level.
  • Universities might participate on planned training. Postgraduate student could participate directly on the design of different methodologies and data analysis. Researcher could also be involved on the data analysis.
  • Donors: the project will product data which could be used for different decision making process.

The main outcome of the proposed project is that Government of Sudan has the data and the capacity to monitor, report and verify REDD+ activities.

The project will contribute to country outcome 1 promote sustainable development.

Priority Area 1:

  • Outcome 1.1: Functional capacity for agriculture, food security and natural resource management (NRM) policy and planning, legal reform and improvement of valid and reliable sector co-ordination and information management systems at federal, state, locality and community levels enhanced and sustained.
  • Output 1.1.1: Capacity developed for the collection, management and dissemination of data and information on: food and nutrition security; rural and peri-urban household livelihoods; agriculture productivity, production, costs and prices; and natural resources (i.e. land, water and forests/rangelands).

Priority Area 3:

  • Outcome 3.1: Development of forest, range land and pasture and implementation of the Gum Arabic Belt program.
    Outcome 3.2. Improvement of land use and agricultural practices to maintain soil fertility, prevent soil erosion, and control degradation of natural resources.
