Strengthening Urban and Peri-Urban Food Systems in Latin America and the Caribbean

Rapid urbanization represents a major challenge for food security, especially in Latin America and the Caribbean (LAC), where 81% of the population already lives in urban areas. This growth impacts the production, distribution, and access to healthy food, primarily affecting vulnerable groups such as women, Indigenous Peoples, Afro-descendants, and children. This is compounded by the challenge of including family farming products in both public and private supply systems that provide food to cities.

Given this scenario, the Strengthening Urban and Peri-Urban Food Systems in Latin America and the Caribbean project, within the framework of the Brazil-FAO International Cooperation Program, seeks to strengthen urban and peri-urban food systems in the region.

The objective is to promote food and nutrition security, as well as poverty reduction, by building more efficient, inclusive, sustainable, and resilient food systems. To this end, the project seeks to support and develop strategies to promote food systems that transform food production, supply, access, and consumption across the urban-rural continuum.

The project will be implemented jointly by FAO, the Brazilian Cooperation Agency of the Ministry of Foreign Affairs (ABC/MRE), and the Brazilian Ministry of Development and Social Assistance, Family and the Fight against Hunger (MDS). The project will be implemented nationally in Colombia, Cuba, Costa Rica, Peru, and Chile, in addition to regional and international initiatives, strengthening individual, organizational, and institutional capacities.

Our actions

Policies, Programs, and Initiatives

One of the main expected outcomes of this project is the improvement of policies, programs, and initiatives that promote the sustainable production, supply, access, and consumption of healthy foods across the urban-rural continuum, especially for the inclusion of the most vulnerable populations and the promotion of gender equality, ensuring that all people can benefit from a more equitable and resilient food system.

In this regard, key actions will be implemented: 

  • Preparation and dissemination of studies on policies, programs, and initiatives to share experiences and best practices on strategies that are transforming food systems across the urban-rural continuum. These documents will focus on creating healthy and sustainable environments, promoting circularity and proximity as fundamental principles.
  • Promotion of dialogue forums to foster spaces for discussion and the exchange of successful experiences and challenges, bringing together key stakeholders from the public, private, and civil society sectors. These forums will enable collective knowledge building and strengthen collaboration to generate innovative solutions.
  • Technical assistance to provide specialized support for the creation and updating of policies, programs, and initiatives, working with local governments and other organizations to design effective strategies for the sustainability of urban agri-food systems.

Legal and Regulatory Frameworks

Another expected outcome of this project is the improvement of legal and regulatory frameworks that favor the sustainable production, supply, access, and consumption of healthy foods along the urban-rural continuum, especially for the inclusion of the most vulnerable populations and the promotion of gender equality, ensuring an equitable and resilient food system.

In this regard, key actions will be implemented: 

  • Preparation and dissemination of studies on legal and regulatory frameworks to share experiences and best practices that analyze the rules and regulations that contribute to the transformation of food systems along the urban-rural continuum. These documents will serve as a basis for identifying areas for improvement and opportunities for effective implementation.
  • Promotion of opportunities for dialogue and exchange to foster spaces for discussion and sharing of successful experiences and challenges in the application of legal and regulatory frameworks, encouraging the development of collective solutions through the participation of key stakeholders from the public, private, and civil society sectors. 
  • Technical assistance to provide specialized support for the creation and updating of legal and regulatory frameworks that promote more sustainable and inclusive food systems, in collaboration with governments and other organizations to design legislation that guarantees equitable access to healthy food.

Governance

The third outcome of the project is the improvement of the governance of the Urban Food Agenda in partner countries, with the goal of advancing Food and Nutrition Security (FNS). To this end, this cooperation initiative will work to create inclusive and effective mechanisms that guarantee the participation of all key stakeholders in the formulation of sustainable food policies.

In this regard, key actions will be implemented: 

  • Preparation and dissemination of studies on the governance of the Urban Food Agenda with the aim of sharing experiences and good practices, as well as research that provides evidence and recommendations on strategies to strengthen the participation of women, youth, Afro-descendants, Indigenous Peoples, and traditional communities in decision-making regarding urban food systems.
  • Holding national and subnational dialogue forums to debate the development and updating of strategies on the Urban Food Agenda and FNS in Latin American and Caribbean (LAC) countries. These spaces will guarantee intersectoral coordination, multi-level consultation, and social participation, prioritizing the inclusion of the most vulnerable populations, Indigenous peoples, and Afro-descendants, and promoting equal gender participation.

Regional Networks

The project seeks to strengthen the role of regional networks in supporting national and subnational strategies that promote regional cooperation, knowledge exchange, and the implementation of innovative strategies to guarantee the right to food and the sustainability of food systems.

To this end, the project will work closely with key networks that play a fundamental role in the transformation of food systems in Latin America and the Caribbean.

These are: 

  • Regional Network of Public Food Supply and Marketing Systems: A space for cooperation between countries that seeks to strengthen public supply and marketing systems to guarantee food security and equitable access to healthy food.
  • Network of Intermediate Cities and Food Systems (CISA): The network acts as a facilitator of cooperation and knowledge exchange on agri-food systems governance between municipal authorities and teams, and also provides guidance on innovative solutions for urban planning of agri-food systems in intermediate cities.
  • Latin American Federation of Supply Markets (FLAMA): A network that brings together wholesale and supply markets in the region, promoting the development of efficient, sustainable, and inclusive supply chains.
