Spain-FAO Programme for Latin America and the Caribbean

Achieving Zero Hunger requires State policies supported by all sectors of society.

Therefore, the Spain–FAO Programme works jointly with governments, parliaments, universities, civil society organizations, United Nations agencies and other international cooperation programmes committed to the Human Right to Adequate Food and Sustainable Development.

Below is a list of our main partners in Spain and in Latin America and the Caribbean:

Spanish Institutions

The Spanish Agency for International Development Cooperation (AECID) is the main management body of Spanish Cooperation, focused on poverty reduction and sustainable human development.

IN PARTNERSHIP SINCE: 2000

An international organization supporting the 22 countries that make up the Ibero-American Community. It supports the organization of the Ibero-American Summits of Heads of State and Government, implements their mandates and promotes Ibero-American cooperation across various areas of public policy.

IN PARTNERSHIP SINCE: 2006

The International and Ibero-American Foundation for Administration and Public Policies (FIAP) is the institution within the Spanish Cooperation system specialized in promoting public policies. It supports the development of public systems in more than 120 countries by fostering public-sector talent and knowledge exchange among peer institutions.

The government department responsible for proposing and implementing Spain’s policies on agriculture, livestock, fisheries, food, agri-food industry and safety, and rural development.

The government department responsible for Spain’s foreign policy, international cooperation and relations with other countries and international organizations.

With FAO’s support and through the Parliamentary Alliance for the Right to Food established in 2018, the Spanish Parliament has committed to promoting the right to food and contributing to the eradication of hunger through legislative action.

Established in 2016 with the support of AECID and FAO, the Observatory was consolidated in 2018 with a commitment to contributing to the achievement of Sustainable Development Goal 2 (SDG 2) in Spain and strengthening collaboration with Latin America and the Caribbean.

The Technical University of Madrid (UPM) is Spain’s oldest and largest public technical university, officially founded in 1971. It is internationally recognized for excellence in engineering, architecture and sports sciences.

Spanish Cooperation Units in Latin America and the Caribbean

Through the TCOs, development cooperation projects and programmes financed by AECID are identified and monitored, while supporting coordination among Spanish Cooperation actors present in each country.

These centres provide spaces for learning, reflection and exchange of knowledge and experiences on public policies. Their main objective is to strengthen institutional capacities in Latin American countries through the INTERCOONECTA cooperation programme.

Latin American and Caribbean Institutions

A regional body composed of national parliaments from Latin America and the Caribbean that promotes integration and democratic strengthening. Its principles are based on self-determination, human rights and cooperation for economic and social development.

Mexico’s international development cooperation agency, which promotes cooperation initiatives and partnerships for sustainable development across the region.

Since 2009, with FAO support through the IALCSH Support Project and AECID, the Parliamentary Fronts Against Hunger have served as a plural platform bringing together legislators committed to promoting the right to food and ending hunger.

This network of more than 110 academic institutions strengthens the right to food through research and legislative analysis, generating evidence to support effective legal frameworks that protect this human right.

Other Partners

The legislative body of the European Union and a strategic partner in the global fight against hunger. It collaborates with FAO in promoting regulatory frameworks and public policies that strengthen food security and sustainable development in Latin America and the Caribbean.

The legislative institution of the African Union, promoting democratic governance, integration and sustainable development across Africa.

A global organization of national parliaments dedicated to promoting democracy, peace and sustainable development. It provides a platform for political dialogue and legislative cooperation, helping translate international commitments into national laws to address global challenges such as food security.
