The CPF preparation is led by the National Development Planning Agency (Bappenas) in close consultations and agreement with Ministry of Agriculture (MoA) and other national institutions.

The results of WWM-1 Project showed that the bulk of wildlife products consumed in North Sulawesi are supplied from other provinces in Sulawesi Island, particularly Gorontalo, Southeast Sulawesi, and South Sulawesi.
