FAO and WFP, with the support of the Federal Ministry of Agriculture, Food and Regional Identity of Germany, have developed a practical seven-phase methodology and complementary guidance package to help countries design school meal nutrition guidelines and standards (NGS).
Provide guidance for designing context‑specific, data‑driven and holistic NGS for school meals; and recommendations for implementing, monitoring and evaluating school meal NGS.
Technicians, programme designers and managers, policy advisers and other actors involved in designing and implementing school meal programmes (from government or other relevant organizations).
Generating process buy-in and identifying the institutional set-up
Reviewing the evidence and assessing the situation of schoolchildren and adolescents
Defining and refining targets and recommendations to be met
Validating the NGS and conducting public consultations
Selecting the approach to translate the NGS into menus and recipes
Piloting NGS-compliant meals
Developing the implementation, monitoring and evaluation plan
Incorporating school meal nutrition guidelines and standards into policy and legal frameworks
Ensuring coherence between school meal nutrition guidelines and standards, and school food environment interventions
Operationalizing school meal nutrition guidelines and standards through procurement
Linking school-based food and nutrition education with school meals
