Elimination of child labour in agriculture through social protection. Guidance note
The aim of the guidance note on elimination of child labour in agriculture through social protection is to enable practitioners at national, regional and global levels to adapt social protection systems to contribute actively to eliminate child labour in agriculture.Universal social protection can prove an effective means to both address rural poverty and child labour in agriculture, if done right. This requires integrating child labour analysis into social protection policies and programmes, designing social protection programmes that address the underlying drivers of child labour and/or directly target families and communities prone to child labour. This guidance note analyses evidence related to [...]

Are Iraqi displaced farmers returning to agriculture?
In an effort to assist the Iraqi Government in addressing the challenges currently faced by the displaced farming population in their return to farming, the International Organization on Migration (IOM) and the Food and Agriculture Organization of the United Nations (FAO) have agreed to collaborate on a joint study to identify the needs of the displaced population and strategies for restarting agricultural production in conflict-affected rural areas.
The study aims to 1) identify the role that agriculture plays as a source of livelihood for internally displaced persons (IDPs) and returnees; 2) understand the drivers, constraints and challenges confronted by displaced and [...]

Administrative barriers, capacity constraints and solutions for the inclusion of agricultural workers in social insurance schemes in the Middle East and North Africa
Extending the coverage of social insurance schemes to rural areas of the Middle East and North Africa (MENA) is challenging because of high administrative costs and a lack of necessary capacity. As a result agriculture workers tend to be left out of these schemes. This research report aims to understand the main administrative barriers and capacity constraints that may hinder the coverage of agriculture workers in social insurance schemes, and suggest possible strategies that could be considered to address them.

Striking before disasters do – Promoting phased Anticipatory Action for slow-onset hazards. Position paper
Hazards may occur suddenly (sudden-onset) or develop over time (slow-onset) and threaten people’s lives and livelihoods and all the pillars of sustainable development. Since 2016, the Food and Agriculture Organization of the United Nations (FAO) has supported extensive country-level work on Anticipatory Action for several slow-onset hazards such as drought, cold waves, pests and diseases, Rift Valley fever and the secondary consequences of COVID-19.This paper summarizes FAO's conceptual and programmatic approach for anticipating and mitigating the impact of slow-onset hazards on the most vulnerable people depending on agriculture for their livelihoods and food security. Drawing on FAO’s experiences in implementing [...]

Agricultural interventions and food security in Ethiopia. What is the role of adjusting livelihood strategies?
This paper assesses the food security impacts of widespread agricultural interventions, aiming at increasing agricultural yields, and explores the role played by adjustments in rural households’ livelihood strategies in mediating those impacts. Our empirical strategy combines project and remote-sensing data with a household panel survey and exploits the timing and geographic variation in the roll-out of interventions implemented from 2011 to 2016 by the Ethiopian Agricultural Transformation Agency (ATA), recently renamed as Agricultural Transformation Institute (ATI).Results show that agricultural interventions are effectively associated with higher agricultural yields, better food security outcomes and adjustments in livelihood strategies. However, when exploring the [...]

Strengthening coherence between social protection and fisheries policies. Diagnostic tool
This Diagnostic tool is complementary to the Fisheries and Aquaculture Technical Paper 671/1, titled Strengthening coherence between social protection and fisheries policies: Framework for Analysis and Action, published by the Food and Agriculture Organization of the United Nations. It provides practical instruments for assessing the level of coherence between fisheries and social protection policies and programmes within a country.
It supports users in identifying and mapping the scope and nature of links between the two sectors, as well as in understanding people’s experiences and perceptions of these synergies and how the synergies (or lack thereof) affect the livelihoods of fisheries-dependent communities. [...]
