L'Accord relatif aux mesures du ressort de l'État du port est le premier accord international contraignant à cibler spécifiquement la pêche illicite, non déclarée et non réglementée (INN). Son objectif est de prévenir, contrecarrer et éliminer la pêche INN en empêchant les navires engagés dans la pêche INN d'utiliser les ports et de débarquer leurs captures. De cette façon, le PSMA réduit l'incitation de ces navires à continuer à opérer et empêche également les produits de la pêche provenant de la pêche INN d'atteindre les marchés nationaux et internationaux. La mise en œuvre efficace du PSMA contribue à la conservation à long terme et à l'utilisation durable des ressources marines vivantes et des écosystèmes marins. Les dispositions du PSMA s'appliquent aux navires de pêche qui cherchent à entrer dans un port désigné d'un État différent de leur État de pavillon.
