Policy and regulation framework for eco-transformation of agriculture in China

There is a great need for agriculture in China to enter an eco-transformation stage characterized by high efficiency, output safety, resource saving and environmentally friendly. In order to push forward the development of eco-agriculture, the principles for setting up policy and regulation framework in China are proposed here based on the experience in the world and the present situation in China. The principles include holistic, systematic, regionalization, hierarchy, the combination of red light and green light, the combination of punishment and rewarding, and the emphasis on the implementation and monitoring. The prohibited red action catalog for eco-agriculture development with its content, punishment measures and monitoring measures is discussed. The encouraged green action catalog for eco-agriculture with its content, management, financial resources and implementers is also analyzed. The certification for Ecoagriculture Farmer with its standard, procedure and stimulation policy is discussed. Finally, the establishment of "Modern Eco-agriculture Regulation" in the near future is proposed.
