STAFF - STATISTICS DIVISION (ESS)

The Division assembles, analyzes and disseminates statistics and related meta data on world food and agriculture and prepares annual food supply assessments in all countries. It cooperates with FAO Members in improving the coverage, consistency and quality of the data. It assists in development and improvement of food and agricultural statistics by providing advice and assistance to FAO Members and provides supervision to the statisticians in the regional and sub-regional offices. Furthermore, the Division leads the development of the FAOSTAT database.

Office of the Director (ESSD)

Activities

(i) Advises the Assistant Director-General, ES, and Regional Representatives on matters relating to the Division's fields of activity.

(ii) Ensures liaison and coordination with, and supplies information, guidelines and support to FAO Members, UN and specialized agencies, other global, regional and national bodies and various segments of the Organization, including regional and sub-regional offices.

(iii) Exercises overall management responsibility including planning, supervising and ensuring the implementation of the approved Programme of Work and Budget (PWB) in the Division's field of competence. Provides budgetary and administrative oversight, supervising staff, and coordination with other concerned units of FAO.

(iv) Coordinates the planning of the programme of work and ensures its technical quality and implementation through staff and non-staff resources at all locations (Headquarters and decentralized offices) .

(v) Guides the development of FAOSTAT database, warehouse, and website, as well as CountrySTAT .

(vi) Ensures the appraisal of field projects, the identification of programmes and projects in collaboration with its decentralized structures, and the provision of specialized support, on request from the TC Department, in the formulation or implementation of projects, preferably through its decentralized structures. It also ensures the technical quality of the field programme to an acceptable standard, through the appraisal of project documents and clearance of technical and terminal reports. Provides technical support to WFP projects, if applicable.

(vii) Develops and provides technical guidance and support to special action programmes.

(viii) Provides advice, assistance and support to governmental policies and strategies in collaboration with the Policy Assistance Division (TCA) and the regional policy assistance groups.

(ix) Provides leadership, coordination or assistance, as required, to UN and specialized agencies, and other global, regional and national bodies in its fields of activity.

(x) Promotes and coordinates actions in the divisional field of activity through collaboration efforts including Technical Cooperation among Developing Countries (TCDC) .

(xi) Represents the Organization at technical and inter-agency meetings in the Division's fields of activity

 

Basic Food and Agriculture Statistics Service (ESSB)

The Service compiles, critically evaluates, maintains and disseminates statistics on production, agricultural trade and its flow by origin and destination. It prepares domestic supply and utilization accounts for crops and livestock products, as well as for food balances and other derived statistics. A principal aim of the Service is to strive for comparability in its world food and agriculture data base as the information is obtained from a broad array of national statistics agencies following diverse data collection methodologies.

Activities

(i) Collects, evaluates and disseminates agricultural statistics on production, trade and domestic utilization of food and agricultural products. Time series data in these subject areas are released through the Internet, CDs, on computer tapes and files, and through printed documents, which include  FAO Statistical Yearbook  and national food balance sheets as well as various CDs, viz., FAOSTAT and Trade Data CDs (WATM/WATF) .

(ii) Constructs, maintains and updates the following data series:
(a) total and per caput index numbers of food, agricultural production, and trade at the levels of individual countries, regions and the world;
(b) supply/utilization accounts of food and agricultural commodities, including both primary and processed agricultural products;
(c) country-level food balance sheets;
(d) trade matrixes derived from trading partner data to elaborate the flow of trade among countries for economic analysis.

(iii) Solicits preliminary information on agricultural production in the current calendar year from FAO Members to allow for an early assessment of the food supply situation in the various regions of the world.

(iv) Promotes international harmonization of the collection and compilation of agricultural statistics. Supervises, evaluates and adopts the development of relevant new concepts, definitions, standards and statistical methods and quantitative models for analyses and projections related to food and agricultural commodities; prepares and edits major technical papers for discussion and publication.

(v) Promotes the use of sound statistical methodology and the development and maintenance of sound statistical systems.

(vi) Provides technical assistance to member countries regarding developments and implementation of electronic data processing systems and data transmission methods for food and agricultural statistics including implementation of new systems related to FAOSTAT and participate in related training activities.

(vii) trains national statisticians in the construction of supply utilization accounts and food balance sheets for the assessment of food availability in countries and global malnutrition.

(viii) Supervises and organizes the updating of the FAOSTAT metadata system and data quality and liaises with member countries and other international statistical offices regarding metadata harmonization.

(ix) Manages the FAO Statistics warehouse and lead FAOSTAT development in FAO.

 

Surveys and Statistical Development Service (ESSS)

The Service promotes the development and improvement of national systems of food and agricultural statistics in support of rural and agricultural policies and programmes. It assists member countries in their statistical capacity building and promotes the evaluation, application and dissemination of appropriate methodologies, especially for agricultural censuses and surveys, including training, seminars and other technical meetings. It promotes the collection and dissemination of data in areas of special social and economic interest. The Service provides technical support in statistical development required by the decentralized structure, particularly to project formulation and implementation.

Activities

(i) Promotes participation of countries in the World Census of Agriculture:
(a) prepares decennial world agricultural census programmes, including scope, coverage, concepts, definitions, classifications, methodology and proposed tabulations;
(b) assesses needs of countries for technical assistance in planning and conducting the World Census of Agriculture, including data processing, analysis and dissemination of the census results;

(ii) Promotes, in cooperation with FAO Members, decentralized units and in partnership with other international agencies, the development of integrated statistical systems for food and agriculture, including surveys on agriculture, livestock, crop forecasts, etc., and including specialized surveys such as on the role of women in agriculture and rural development. Such systems take account of country's needs and resources as well as the requirements for FAOSTAT and its CountrySTAT component.

(iii) Provides support to, and coordination of, technical assistance to member countries in the field of food and agricultural statistics.

(iv) Prepares studies, manuals and disseminates information on:
(a) methodology of agricultural censuses and surveys on agricultural production, livestock, crop forecasting, etc;
(b) applications, in close consultation with other technical units of the Organization, of new methods and techniques, such as multiple-frame statistical methods, application of remote sensing techniques and materials and Geographic Information Systems to improve food and agricultural statistics;
(c) methodology and guidelines for improving the collection and dissemination of statistics on the role of women in agriculture and rural development, in support of FAO and member countries' policies, specially in social and economic areas, such as food security and poverty reduction strategies;
(d) national agricultural census results, with special emphasis on the structural characteristics of agriculture (e.g. land use, livestock, rural populations, etc.);
(e) national methods of collecting agricultural statistics.

(v) Organizes expert consultations, seminars, workshops, training sessions and other technical meetings in support of the development of food and agricultural statistics; cooperates with regional offices on the organization of regional meetings related to agricultural statistics for capacity building.

(vi) Coordinates the work programme of the statisticians in regional and sub-regional offices and supports FAO regional statistical activities; organizes regional statistical commissions, study groups and working groups on agricultural statistics.
(vii) Serves as Secretariat for the Statistics Advisory Committee of Experts.

 

Socio-Economic Statistics and Analysis Service (ESSA)

The Service compiles and analyzes socio-economic and agricultural statistics, food consumption and demographic data and derives indicators pertaining to the food and nutrition situation; prepares global studies and also compiles, evaluates and disseminates statistics on food consumption. It also derives agricultural output and productivity indicators, is responsible for environmental statistical issues, and for developing statistics on agricultural inputs, land use data, agricultural prices, production costs, investment and development assistance to agriculture . The information in these areas is disseminated through the maintenance of specific FAOSTAT databases, ESS web site, yearbooks and other publications, CD-ROM and floppy-disks.

Activities

(i) Develops the programme relating to the preparation of economic and environmental accounts for agriculture and prepares studies on inter-country comparisons of agricultural output and productivity.

(ii) Compiles, evaluates and disseminates statistics on agricultural inputs, i.e. fertilizers, pesticides, farm machinery etc, and develops the programme of environmental indicators associated with agricultural inputs.

(iii) Compiles, evaluates and disseminates statistics on prices received and paid by farmers; analyzes price data for the calculation of index numbers of production and prices.

(iv) Compiles, analyzes and disseminates data pertaining to food consumption, income and expenditure from national household surveys.

(v) Prepares estimates and projections of the agricultural population and labour force as part of the inter-agency collaborative work programme within the framework of the ACC Sub-Committee on Demographic Estimates and Projections.

(vi) Maintains databases and analyzes statistics on investment in agriculture, development assistance to agriculture, government expenditure on agriculture, macro-economic indicators and role of women in agriculture.

(vi) Analyzes world-wide population, food supply and consumption data and derives indicators of the food and nutrition situation; and prepares related global studies, in particular, the World Food Survey.

(vii) Contributes to UN Inter-Agency activities for monitoring progress on social development targets; and to the harmonization of concepts and statistical methods for the related indicators.

(viii) Provides technical assistance and training to member countries, prepares studies, manuals and disseminates information on methodology for data collection and compilation on areas of its competence, Organizes national demonstration centres, expert consultations, seminars and technical meetings for the development of statistics in the areas of its competence.

(ix) Coordinates the work programme of the regional and sub-regional statisticians and assists FAO regional activities; organizes regional statistical commissions, study groups and working groups on economic and agricultural analysis issues.
