Also, regarding financing model there is also need to think the other seperate brance as livelihood recovery fund. the thought behind it that due to currenr scnario of climate chnage, agricultrue affelcts lot and specially small farm holders. There is need to set up some financial mechanisam to come out from the disaster and move forward. Because govermnet aid or subsidies are not enough or sufficient to cover the loss.
