Kenya has established a National Agroecology Strategy for Food Systems Transformation for 2024–2033, placing agroecology within the country’s efforts to strengthen food security and nutrition, climate-resilient livelihoods and social inclusion. Yet much of the practical implementation will take place at county level, where the development of policies and institutional arrangements remains uneven.

Commissioned by Biovision Africa Trust with support from Porticus, this study examines the status of agroecological transition and policy readiness across 16 selected Kenyan counties. The assessment combines a digital household survey based on FAO’s Tool for Agroecology Performance Evaluation (TAPE) with focus group discussions and key informant interviews. TAPE-related indices are used to assess the adoption and status of agroecological practices, while the broader analysis considers counties’ preparedness to develop and implement supportive policies.

By connecting evidence from farms with an assessment of the enabling policy environment, the report provides a subnational perspective on Kenya’s agroecological transition. It highlights the importance of translating national objectives into locally appropriate policies and implementation mechanisms, while recognizing that counties differ in their current levels of agroecological adoption and policy readiness.
