Hon. Sulayman Saho Champions PAP Model Laws at Second Congo Basin Convening

Two Pan-African Parliament (PAP) Model Laws were presented at the Second Congo Basin Convening in Yaoundé, Cameroon, as legislative tools for strengthening food and nutrition security and sustainable soil management. Held from 25 to 27 August 2026, the meeting brought together 187 delegates from 20 countries, including governments, parliamentarians, farmers, Indigenous Peoples, civil society, researchers, women and youth groups. Discussions addressed agroecology, biodiversity, climate justice and sustainable food systems across the Congo Basin.

Sulayman Saho, Chairperson of PAP’s Committee on Rural Economy, Agriculture, Environment and Natural Resources, presented the Model Law on Food and Nutrition Security in Africa and the Model Law on Sustainable Soil Management in Africa. The first provides guidance for translating the right to adequate food into national legislation, institutions and accountability mechanisms. The second addresses soil conservation, restoration and fertility, sustainable land-use planning, public participation and the integration of Indigenous knowledge. Together, the instruments are intended to support coherent national approaches linking food systems, healthy soils, climate resilience and community rights.

The resource emphasizes that PAP Model Laws are not automatically binding and require adaptation through national legislative processes, budgets, institutions and parliamentary oversight. The Convening also strengthened cooperation between PAP and the Alliance for Food Sovereignty in Africa (AFSA) and concluded with the Yaoundé Declaration 2026, a 24-point regional pact on agroecology, biodiversity, food systems and climate justice.
