Over 400 staff from the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the National Institute of Statistics, Ministry of Planning (NIS-MOP) have been deployed on what promises to be one of the most comprehensive data collection initiatives, the Cambodia Agriculture Survey 2023 (CAS 2023). The CAS 2023 will see the nation-wide collection and compilation of information on crop cultivation, raising livestock and poultry, and aquaculture and capture fishing operations. The survey, which kicks off on 11 December 2023, is being conducted by MAFF and NIS-MOP with technical support from the Food and Agriculture Organization of the United Nations (FAO).

This ambitious project will encompass approximately 16 000 agricultural holdings across the nation, providing a detailed and expansive view of the agricultural landscape of Cambodia. The survey is not just a statistical exercise but a pivotal foundation for shaping future agricultural policies and practices.

"The Cambodia Agriculture Survey 2023 is more than just data collection. It is a vital tool for sustainable development and food security in Cambodia. By understanding the nuances of our agricultural practices, challenges, and potential, we can tailor strategies that not only boost production but also support our farmers and protect our environment. This survey is a key step in aligning our agricultural practices with the Sustainable Development Goals, ensuring a brighter future for Cambodia's agriculture," says Todd Hunkin, FAO Cambodia Statistician, underscoring the significance of the survey.

Bridging the agricultural data gap

The survey is a part of the 50x2030 Initiative, an ambitious global effort to bridge the agricultural data gap in 50 low and middle-income countries by 2030. This initiative, aimed at empowering countries with high-quality and timely agricultural data, is crucial for evidence-based decision-making to achieve Sustainable Development Goal 2 – Zero Hunger. By providing comprehensive data, the initiative assists countries in formulating effective strategies for agricultural development, ultimately reducing hunger and poverty.

“Cambodia is entering a transformative era, marked by the inauguration of the new government and the launch of the visionary ‘Pentagonal Strategy.’ As we embrace this era, the importance of data in shaping our future cannot be overstated. The Cambodia Agriculture Survey 2023, supported by the FAO through the 50x2030 Initiative, plays a crucial role in this transformation, especially the Fifth and Sixth Priority Policy Programs of the Royal Government of the 7th Legislation of the National Assembly, which was recently launched,” commented Mr. Mak Mony, Director of Planning and Statistics at MAFF.

Cambodia stands out in the 50x2030 Initiative, becoming the first country to reach its fifth annual survey data collection. This achievement not only highlights the commitment of Cambodia to agricultural development but also sets a precedent for other countries participating in the initiative. The progression to the fifth survey demonstrates Cambodia's dedication to continuous improvement and data-driven policy making in agriculture.

Earlier in 2023, Cambodia conducted its Agriculture Census, a decennial event that complements the annual surveys. While the census provides a broad snapshot of the agricultural sector every ten years, the annual surveys offer more frequent and detailed insights. The interaction between these two data collection efforts is synergistic. The census establishes a comprehensive baseline, while the annual surveys track the dynamics and progress in agriculture, allowing for timely adjustments in policies and interventions. This dual approach ensures a robust and responsive framework for the agricultural sector's growth and sustainability.

The Cambodia Agriculture Survey 2023 represents a critical component of the nation's efforts to enhance its agricultural sector. Through this survey, Cambodia demonstrates its commitment to data-driven policies and sustainable agricultural development. The collaboration between national entities and international initiatives like 50x2030 illustrates a practical approach to addressing agricultural challenges and opportunities in Cambodia.

To equip staff with skills and knowledge in preparation for data collection, week-long training sessions took place, first in Phnom Penh, from 20 to 25 November 2023, building capacity of government staff as trainers, who then delivered training to provincial staff. The latter session took place from 4 to 8 December 2023.
