The UNSDCF was developed through an inclusive consultation process with the Royal Government of Cambodia and national stakeholders and provides the foundation for the CPF 2024–2028. The CPF was formulated through extensive consultations engaging government institutions, academia, civil society, development partners, the private sector, youth groups and Indigenous Peoples’ representatives
The CPF 2024–2028 is designed to strengthen cooperation and partnership between the Royal Government of Cambodia and FAO towards promoting sustainable agrifood systems, socio-economic development, and sustainable management of natural resources. It aligns with Cambodia’s Pentagonal Strategy – Phase I (2024–2028), the Agricultural Development Policy 2022–2030, the National Strategy for Food Security and Nutrition, and the Long-Term Strategy for Carbon Neutrality.
The CPF is structured around four outcome pillars aligned with the UNSDCF:
- Human Development
- Economic Transformation
- Environment
- Social Transformation
FAO’s contributions focus primarily on advancing agrifood systems transformation across six thematic programme areas: agriculture value chains; fisheries; forestry land, and water; food systems governance; One Health and livestock production; and data and digital transformation. The CPF is aligned with FAO’s Strategic Framework 2022–2031, guided by the Four Betters: better production, better nutrition, a better environment, and a better life, and supported by technical inputs from FAO headquarters and the Regional Office for Asia and the Pacific. As a living document, the CPF will remain responsive to evolving national priorities, emerging risks, and development opportunities throughout the 2024–2028 period
