Local Self Administered Mobile Networks

Mobile Phones are widely used in rural and urban Uganda and people are conversant with the operation of mobile phone handsets. My idea is: when it would be possible to install a local managed telephone system for farm operation. Large and medium scale farmers buy the system, manage it and therfore can communicate “free" of charge with their mini mobile telephone network where the transmission mast is at the farm and have a operation radius of 10KM. Compare to the VHF radio, mobile phone communication are more common among farm workers and therefore easier to use in on farm internal communication.
