A Policy Vision for Earth Observation: Food, Water, Energy, Democracy, Peace Empowered Through Space - European Space Policy Institute

04/07/2025

The Policy Vision for Earth Observation was officially published on Wednesday 25 June, and launched at the Living Planet Symposium (LPS) in Vienna by the European Space Policy Institute (ESPI) Director Hermann Ludwig Moeller. This Vision initiates a dialogue to maximise the policy impact of Earth Observation: bringing new energy to space programmes through stimulating continuous policy demand and guidance. It is a call for action to further integrate Earth Observation, and space at large, into the policy domains of energy, security, environment, agriculture, digitalisation and to create entry points in the space community for their programmatic action.

The Food and Agriculture Organisation of United Nations (FAO) Office of Innovation's Director, Vincent Martin, represented the Organization's Foresight studies where EO-based innovations were among the top 20 technologies shaping the future of agrifood systems and stressed the need also for innovation enabling environments, where Democratization, Co-designed Solutions and Scalability are present.

The LPS is the largest Earth Observation Conference in Europe, this year gathering more than 6,500 participants, including some FAO colleagues – the Vision received the spotlight during the Plenary attended by a high-level audience spanning both policy and technical spheres. This milestone follows a year of collaborative consultation and research, culminating in the Workshop at the Royal Society, where FAO's inputs were key.
