Objective:

(i) To implement a multi-year fire management plan, integrating all partners involved in forest fire management at the national level.

(ii) To test innovative techniques that are utilized in other countries in the Mediterranean basin and adapt them to the Algerian context.

Key partners:

Beneficiaries reached:

Ministry of Agriculture and Rural Development, DGF, National Gendarmerie, General Directorate of Civil Protection and the National School of Forestry at Batna, including 32 staff representatives.

Activities implemented:
  • Developed a National Fire Management Plan through an inter-service steering committee, which was established by the project, and by conducting a cross-sectoral consultation.
  • Trained 12 representatives from DGF, National Gendarmerie and General Directorate of Civil Protection on techniques to investigate the causes of forest fires, who will then replicate the training for other staff and students at the National School of Forestry of Batna.
  • Provided trainers, DGF and National School of Forestry at Batna with six sets of forest fire management tools, with each set including one bag containing metallic flags, one hammer, one anemometer, one thermometer, one GPS unit, one roll of caution tape and one jacket.
  • Developed technical standards for forest fire prevention, including standards for firewall trenches, forest tracks (i.e. rudimentary roads), water points and lookout posts.
  • Trained 20 trainers (ten officers from DGF and ten officers from the General Directorate of Civil Protection) on return on experience (REX), i.e. review of past forest fire interventions to gather lessons learned. Each trainer will go on to train one team in each wilaya of the country.
  • Produced three practical guides on forest fire response, investigating the causes of forest fires and REX.
  • Installed a geographic information system (GIS) station at DGF Headquarters.
  • Equipped a classroom at the National School of Forestry at Batna with a laptop computer, desktop computer, video projector, camera and furniture.
Impact:
  • Improved coordination of forest fire management throughout the country and strengthened links among DGF, National Gendarmerie and General Directorate of Civil Protection.
  • Increased readiness to respond to forest fires through installation of a GIS system.
  • Built the capacity of government staff to manage forest fires, specifically on innovative techniques.
  • Facilitated communication between stakeholders and institutions related to forest fire management.
  • Sparked the interest of DGF and the National Gendarmerie to continue to implement activities and trainings on investigations into the causes of forest fires.
