Action Area 7 – Vaccine security

Vaccine security can be defined as a situation where “people, at all times have physical, social and economic access to sufficient, safe and effective (‘quality’) vaccines to meet their needs and of the livestock in their care”.

The two key sub-activities:

  • 7.1 Prequalification system for FAST vaccines
    • Operationalize the PQv scheme for FMD vaccines based on a sustainable business model with the inclusion of independent testing of vaccines, independent audits to ensure compliance with the principles of Good Manufacturing Practices.
    • Develop long-term agreements and Assured Emergency Supply Options (AESOP) to improve the sustained timely supply and availability of vaccines of good quality when emergencies occur.
    • Expand the PQv scheme progressively, to include vaccines for other FAST, using recommendations from an evaluation of the PQv system's impact and ssustainability. 
  • 7.2 Multi-stakeholder platform
    • Sustain the multi-stakeholder platform on vaccine security, ensuring engagement of public and private sectors in solution-focused discussions on the barriers and issues affecting availability and accessibility of vaccines for FMD and similar TADs.
    • Develop methodology and systems (e.g. vaccine value chain analysis) to evaluate and improve quality of vaccine supply chains.
