FAO assistance in Georgia is guided by the Country Programming Framework (CPF) for Georgia 2026-2030, which comprises four outcomes. These outcomes are closely aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Georgia 2026–2030 and the FAO Strategic Framework 2022–31. The CPF also aligns with key national policy and strategic frameworks, including the Government’s Vision 2030, the Agriculture and Rural Development Strategy 2021–2027, the Third Nationally Determined Contribution (NDC 3.0), Georgia’s Long-Term Low-Emission Development Strategy (LT-LEDS), the Climate Change Strategy 2030, and Georgia’s Fourth National Environmental Action Programme (NEAP IV) for 2022–2026.

CPF Outcome 1 (UNSDCF Outcome 1): By 2030, people in Georgia, especially those living in rural areas, benefit from a growing, more diversified, green and inclusive economy, and a healthier environment more resilient to climate change and natural hazards.

FAO will support national priorities by advancing agrifood systems (AFS) transformation, inclusive green growth, rural development, digital innovation, climate resilience, and EU alignment. Under this outcome, FAO will promote sustainable production, smallholder productivity and incomes, decent employment, entrepreneurship, MSME formalization, the integration of climate change into policies and planning, and land degradation neutrality. These priorities will be advanced through four outputs, with particular attention to bridging the rural–urban divide and ensuring the inclusion of women and youth:

  • CPF Output 1.1 (UNSDCF Output 1.1) – Enabling Environment for Inclusive, Sustainable and Digital Economic Development Enhanced

  • CPF Output 1.2 (UNSDCF Output 1.2) – Rural Economy and Sustainable AFS Strengthened

  • CPF Output 1.3 (UNSDCF Output 1.3) – Institutional and Community Capacities for Climate Action, DRR, and Resilient Development Enhanced

  • CPF Output 1.4 (UNSDCF Output 1.4) – Environmental Governance, Biodiversity, and Natural Resource Management Advanced

CPF Outcome 2 (UNSDCF Outcome 2): By 2030, people in Georgia enjoy improved learning outcomes, healthier lives and reduced vulnerabilities, supported by comprehensive social protection, thereby bridging the rural-urban divide.

Under its mandate, FAO will strengthen agricultural knowledge systems, promote nutrition-sensitive food policies through a One Health approach, and support community-based investments that improve nutrition and health and encourage lifelong learning. To realize this outcome FAO with its activities will deliver the following three outputs:

  • CPF Output 2.1 (UNSDCF Output 2.1) – Lifelong Learning and Practical Capacities of Farmers and Rural Communities Enhanced

  • CPF Output 2.2 (UNSDCF Output 2.2) – Evidence-Based, Nutrition-Sensitive Policies and Healthy Diets Promoted

  • CPF Output 2.3 (UNSDCF Output 2.3) – Rural Community Resilience Strengthened through Small-Scale Investments

CPF Outcome 3 (UNSDCF Outcome 3): By 2030, people in Georgia benefit from a more decentralized and inclusive governance system, with stronger human rights protections, gender equality, and enhanced social cohesion.

Under this outcome, FAO will strengthen inclusive rural governance by supporting decentralization, women’s empowerment and gender-transformative approaches across agrifood systems, while meaningfully engaging youth and fostering civic space and social cohesion though the following output:

  • CPF Output 3.1 (UNSDCF Output 3.1) – Inclusive Rural Governance, Gender Equality, Women’s Economic Empowerment, and Youth Participation Strengthened

CPF Outcome 4 (UNSDCF Outcome 4): By 2030, people affected by conflict, including IDPs, enjoy enhanced engagement, trust, and resilience for an enabling environment for peace, across dividing lines.

FAO will support conflict-affected communities through a conflict-sensitive approach aligned with Georgia’s engagement strategy, humanitarian principles and the Do No Harm principle. These efforts will strengthen agricultural livelihoods, resilience and food security while promoting inclusive participation, peer learning and confidence-building, particularly among women and youth, under the following output:

  • CPF Output 4.1 (UNSDCF Output 4.2) – Resilient Agricultural Livelihoods and Capacities of Conflict-Affected Communities Strengthened
