To mitigate climate change, global efforts must focus on reducing greenhouse gas emissions and removing atmospheric CO2. Carbon crediting programmes offer incentives by issuing tradable credits for each tonne of CO2 equivalent reduced or removed. However, these credits often face a challenge called "non-permanence" or reversal risk, where carbon stored in reservoirs like forests and soils may be rereleased due to natural or human-induced events.

This is a collaborative effort between partners and programmes such as the European Union’s Team Europe Initiative (TEI), the AIM4Forests and the Forest Data Partnership working with the AgStack Foundation. This joint effort aims to support smallholders by enabling ongoing access to regulated markets through open-source solutions designed to bridge crucial digital gaps.

This paper reviews how countries are benefiting from technical innovations in their monitoring and reporting of forest-related emissions and removals to the United Nations Framework Convention on Climate Change (UNFCCC). Forests play an important role in climate action. They are often mentioned in nationally determined contributions (NDCs) with targets conditional on international climate finance.

This paper seeks to enable donors, academia, and countries that currently use or want to use sample-based area estimation (SBAE) for generating activity data for REDD+ or for other national or international reporting purposes, to delve into current good practice and existing literature, as well as gain a better understanding of the most pressing research needs in the area. The paper moreover will give non-experts an overview of area estimation, as well as its applications and limitations.
