Task 3.1: Implement the evaluation workplan
The workplan is put into action and the evaluation begins. Doing this requires much more than just collecting data; it also includes careful thought about timing, the logistics and process of data collection, and the management and analysis of data.
When implementing the evaluation workplan, the evaluation team must continually consider and be ready to respond to the following questions:
- Are there timing restrictions? The evaluation team needs to remain flexible because unpredictable events such as hurricanes, poor water conditions, sudden community emergencies or cancelled flights, might influence the timing of its work.
- Are there new or changing logistical needs? Anticipate and ensure that the necessary logistical arrangements are made and overseen for the evaluation tam throughout the implementation of the evaluation. Such arrangements not only relate to fieldwork and data collection, but also to daily needs such as local travel, accommodation and meals, access to telephone and e-mail communications, and computer terminals.
- Have the resources been made available? Throughout the implementation of the evaluation, the team will need access to the finances and equipment necessary to collect data. For example, ecological indicators may require regular access to boats, crew, sampling equipment and fuel. Having safety equipment and finances available for possible medical assistance si also essential. Having someone regularly monitoring the resources that are available will allow the evaluation team to focus on the work at hand.
- Is data collected ready to be received? Even though in most cases the evaluation will use relatively simple methods for data collection, management and analysis, the systems that are put in place must have been adequately tested and refined.

Task 1.1 provides a basis for choosing the right tools. Other tasks will have indicated the stakeholder capacities required for a participatory approach.
