Discussion: partnership framework to support carbon trading implementation in social forestry

The forestry sector is considered central to achieving national climate targets (e.g. FOLU Net Sink 2030 and NDC2.0) through the implementation of sustainable forest management and of carbon pricing that based on the principles of justice. The new Presidential Regulation No 110 of 2025 acknowledges several carbon pricing schemes including voluntary carbon market/carbon trading, cap and trade, result-based payment, carbon tax and other instruments.

The Regulation mandates relevant sectors, including Ministry of Forestry to develop a Roadmap for carbon trading. The roadmap will be first developed separately by Directorate General of Social Forestry and other relevant directorates (in this case is called sub-sub sector). These different roadmaps will be subsequently consolidated into a single roadmap for the forestry sector. To align with the mandate, Directorate General of Social Forestry in collaboration with Food and Agriculture Organization (FAO) through the UN-REDD Programme, has initiated the development of a carbon trading roadmap for social forestry.
Series of internal discussion had been organized to improve the draft, including thematic meetings to address specific aspects of the roadmap. An additional thematic meeting will take place on 7-8 May 2026 to gather feedback on partnership framework, a specific requirement for social forestry sub-sub sector under which social forestry groups must partner with facilitators to engage in carbon trading activities. This meeting will also serve as a preparatory meeting for the upcoming public consultation scheduled for 18 May 2026
