To fulfill its broad mandate to provide effective technical and policy support to member countries in their efforts to recover from COVID-19 effects, transform agrifood systems, eradicate hunger and poverty, ensure sustainable use of natural resources, and build resilience to climate change, FAO must invest additional efforts to identify, analyze and address key governance challenges for food and agriculture. 

In keeping with FAO’s mandate, this paper provides a general roadmap and a flexible approach for analyzing and addressing governance issues related to food and agriculture in different contexts. The approach builds upon a legacy of accumulated knowledge and experience stemming from FAO work at country, regional, and global levels, and draws on academic literature as well as the experience of other international organizations and agencies related to both the institutional dimensions and political economy of sustainable development.

The objectives of this paper are two-fold:

  1. to contribute to a common understanding of the concept of governance and its relevance for FAO’s work; and

  2. to provide a useful and flexible framework to help FAO staff and practitioners identify and analyze governance issues related to food and agriculture in order to support Members and their partners to develop more realistic and effective policies and strategies.
