The endorsement of the National School Feeding Programme (Projecto de Alimentação Escolar—PRONAE) by the Mozambican Council of Ministers in 2013 represented a key stage in the institutionalization of school feeding and local food purchases in the country’s education system. These guidelines are primarily directed towards decision-makers responsible for integrating the goals and targets of the 2030 Agenda for Sustainable Development into national policies and programmes. They will be of value to public and private actors, including investors, researchers and technical practitioners, involved in the broad area of food and agriculture, and rural development. Complementing FAO’s Common Vision for Sustainable Food and Agriculture and its five principles, this publication presents 20 practical and interconnected actions with the aim of transforming food and agriculture and driving achievement across the Sustainable Development Goals (SDGs).

Since 2008, FAO has been at the forefront of efforts to measure resilience to food insecurity and has pioneered the development and use of the Resilience Index Measurement and Analysis (RIMA) to understand the capacity of households to react to shocks. RIMA identifies vulnerable households and analyzes the underlying factors that contribute to their low resilience, while supporting decision-makers to develop evidence-based programs and policies to improve their resilience.

REDUCING FOOD AND NUTRITION SECURITY RISKS IN SIERRA LEONE The production and productivity of most staple crops in Sierra Leone is affected by several factors, including floods, pest and disease infestation, rainfall fluctuations and post-harvest losses, resulting in lower food availability. In Lesotho, social protection plays an important role in protecting poor and vulnerable people from natural hazards saving lives and livelihoods, while also enhancing families’ capacity to cope, respond and withstand threats and crises.  In 2009 rural poor in Lesotho started receiving cash transfers through the Child Grant Programme. This brought positive impacts on the local economy, education and school enrolment, children living standards and agriculture production.  Cash transfers are a powerful tool to combat hunger and poverty. This introduction frames the entire series of guidance notes "Improving food security and nutrition in protracted crises – guidance to implement the CFS-FFA", providing background on protracted crises and the Framework for Action for Food Security and Nutrition in Protracted Crises (CFS-FFA) and also presenting the objectives of the series. Protracted crises are situations in which a significant proportion of the population is acutely vulnerable to death, disease, and disruption of livelihoods o ver a prolonged period of time.
