Resolution and Statutes of the South West Indian Ocean Fisheries Commission

This document establishes the South West Indian Ocean Fisheries Commission (SWIOFC) and sets out its Statutes, as adopted by the FAO Council in 2004 and endorsed in 2005. It defines the Commission’s mandate, area of competence, membership, objectives, and core functions, providing the legal and institutional foundation for SWIOFC’s work.

The Resolution and Statutes are used as the primary legal reference for the Commission. They guide Members and partners on SWIOFC’s role in promoting sustainable fisheries development, conservation, and management in the South West Indian Ocean region, and underpin all subsequent decisions, subsidiary bodies, and programmes of work.

Rules of Procedure of the South West Indian Ocean Fisheries Commission

The Rules of Procedure describe how SWIOFC operates in practice. Adopted at the Seventh Session of the Commission in 2015, this version replaces the original Rules of Procedure adopted in 2005. It sets out the detailed procedures governing meetings, decision‑making, roles and responsibilities of officers, subsidiary bodies, voting arrangements, observers, and the Secretariat.

This document is used to ensure transparent, orderly, and consistent conduct of the Commission’s sessions and intersessional work. It provides practical guidance to Members, Chairs, Commissioners, and the Secretariat on the day‑to‑day functioning of SWIOFC, in line with its Statutes and FAO governance rules.
