The Food and Agriculture Organization of the United Nations (FAO) and the United Nations Industrial Development Organization (UNIDO) have developed a joint regional programme titled "Opportunities for Youth in Africa: Accelerating Job Creation and Entrepreneurship in Agriculture and Agribusiness". The programme is in response to a dedicated call for accelerating efforts in the area of job creation. This call was made during the 2018 Conference on Youth Employment in Agriculture co-organized by the African Union, the Government of Rwanda and FAO, which took place on 20-21 August 2018 in Kigali, Rwanda, with the theme “Youth Employment in Agriculture as a Solid Solution to Ending Hunger and Poverty in Africa: Engaging through Information and Communication Technologies (ICTs) and Entrepreneurship”.

Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. The COVID-19 pandemic and the measures taken by governments on social distancing and mobility restrictions have contributed to boosting the use of digital technology to bridge some of the physical access gaps. An increasing number of services and extension/information activities are delivered through digital tools and applications. E-commerce has also flourished. As a result, the potential of digital technologies has gained prominence in immediate response and recovery strategies and programmes.

Abstract:
There has been a surge in the attention to sustainable agricultural mechanization for Africa. The need to support agricultural mechanization in the value chain in order to achieve agricultural and rural development is well recognized. Therefore, it is vital to address the major challenge of ensuring that business models for mechanization hire services driven by the private sector (including farmers, cooperatives, and small and medium enterprises) are not only profitable, sustainable and inclusive for smallholder farmers and vulnerable community members including women and youth, but also resilient to the effects of climate change. For a better understanding of how agricultural mechanization hire service provision can contribute to agricultural and rural development, this publication aims to (i) showcase a variety of business models of private-sector businesses providing agricultural mechanization hire services in Africa, (ii) identify success factors, and (iii) provide entry points for investment.
