Russian Federation announces plans for wheat export tax and grain quota in 2021

On 14 December 2020 the Ministry of Economy announced plans for the introduction of a flat tax of EUR 25 (about USD 30) per tonne on wheat exports and a 17.5  million tonnes quota on exports of wheat, maize, barley and rye, to countries outside the Eurasian Economic Union (EAEU). Exports of cereals in excess of the quota will be subject to a duty of 50 percent of the customs value of the product and amounting to not less than EUR 100 (about USD 122) per tonne. These measures are being taken with a view to curb future increases in domestic prices for food staples and will be effective from 15 February to 30 June 2021.

A 7 million tonnes export quota on the same products had been introduced for the period 1 April to 30 July 2020, in an effort to ensure adequate domestic supplies and avoid price increases of staple foods, amid the COVID19 pandemic (FPMA Food Policy).
