Developped through a multi-stakeholder process, these guidelines set out principles and internationally accepted strategic actions to address the cultural, social, environmental and economic dimensions of fire management at all levels. They highlight the elements of a coherent national legal framework on forest fires, identifying emerging trends and singling out best practices and innovative legal solutions. The study distils key recommendations to ensure that national legal measures on forest fires are supportive of a holistic approach to fire management.

uilding more resilient livelihoods is increasingly being recognized as one of the most powerful means to mitigate – or even prevent – food security crises. Since 2008, FAO has been at the forefront of efforts to measure the resilience capacity of people to food insecurity and the effectiveness of resilience strenghtening interventions. In this framework, FAO has pioneered the development and the use of Resilience Index Measurement and Analysis (RIMA). RIMA is an innovative quantitative approach that allow explaining why and how some households cope with shocks and stressors better than others do. The first version of RIMA has been technically improved based on its application in 10 countries. As a result, the new RIMA-II methodology provides better support for more effectively designing, delivering, monitoring and evaluating assistance to populations in need, based on what they need most.

The Food Chain Crisis - Emergency Prevention System (FCC-EMPRES) is FAO’s approach to prevent animal disease and plant pest outbreaks and food safety incidents before they occur and thus to protect the food chain. This publication, based on 23 FCC-EMPRES information sheets, showcases some of the best practices currently in use in four areas (animal health, plant protection, food safety and coordination and intelligence). The methods and tools presented  will strenghten readers'understanding of how information systems, early warning mechanisms, tools, manuals and guidelines can facilitate monitoring, detecting and assessing threats to animal and plant health and food safety, and will assist Member States in developing policies, strengthening preparedness, and communicating to allow for timely actions.

Food Security Information Network (FSIN): Global Report on Food Crises 2017
The Global Report on Food Crises 2017 is the result of a consultative process established to involve a wide range of stakeholders who bring together credible and globally accepted findings from all major risk analysis and early warning systems. The report is designed to: i) summarize available data and analysis from global, regional and national food security monitoring systems; ii) add value by bringing together this complex data and information to provide an accurate, comprehensive, transparent, assessment of existing food security analysis, iii) identify key data and analytical gaps and iv) drive improved coordination and informed planning and implementation for humanitarian and resilience-building initiatives.

Lao People’s Democratic Republic has been increasingly affected by natural hazards. Floods, droughts, and storms, which often trigger secondary hazards such as landslides, fires, infestations and outbreaks of animal diseases, cause each year severe damages and losses of lives, livelihoods and infrastructure. Based on the high commitment to promote the shift towards proactive disaster risk reduction and management (DRRM), MAF has initiated an interactive DRRM stakeholder consultation process in 2013, which led to the development of this Plan of Action for DRRM in Agriculture (2014-2016).

When Typhoon Haiyan (locally known as Yolanda) swept through the central Philippines on November 2013, the storm affected some 14.1 million people and caused more than USD 700 million in damage to the agriculture sector, severely threatening the country’s food security. Building more resilient livelihoods was a key focus of FAO’s Typhoon Haiyan Strategic Response Plan. The plan included four areas of intervention: rice and corn farming; coconut-based farming systems; fisheries and coastal communities; and coastal and mangrove forest rehabilitation, including coconut-based farming systems and fisheries projects.  Two years after the typhoon ravaged coastal and farmland communities, the people who survived the storm – the farmers and fishers – are on the road to recovery. This book is a tribute to their resilience and our work together to build back better their agricultural livelihoods after suffering such devastating losses.

Planning Communication for Agricultural Disaster Risk Management (ADRM) provides a guide for designing and implementing communication activities in support of ADRM. It focuses primarily on experiences gained in the English Caribbean region that have been also validated elsewhere. As a field guide, it presents how to assess rural people’s communication needs and how to plan and implement Communication for Development (ComDev) activities to increase the resilience and protect the livelihoods of rural communities in the context of disaster risk management, crisis preparedness and responses in agriculture, food and nutrition. Communication for Development (ComDev) is an approach that combines participatory communication methods and tools – ranging from  ommunity media to information and communication technologies (ICTs). It plays a key role in responding to new development challenges in the agricultural and rural development sector, for example disaster risk management, food security and nutrition, and climate change adaptation issues.
