Seed & Plant Certification and Registration Research Institute was established in 2004 to safeguard national interests via certification of the seed and plant produced in Iran as well as the protecting breeder's right. Before the establishment of SPCRI, Seed and Plant Quality Control System in Iran were integrated with the production systems that would affect the principles of efficiency and independence of quality control systems. On the other hand, the lack of plant breeder's right system in Iran discouraged breeders, private sector and foreign companies to make investment for creating new varieties of plants. Therefore, based on the law, Seed & Plant Certification and Registration Institute (SPCRI) was established in 2007.
