The Nationally Determined Contribution Expert Tool (NEXT)
The agrifood 360° view on greenhouse gas accounting
The Nationally Determined Contribution Expert Tool (NEXT) is the greenhouse gas accounting tool for agrifood systems developed by FAO's Office of Climate Change, Biodiversity and Environment (OCB).
NEXT is the carbon engine of ABC-map, the FAO geospatial platform addressing the three Rio Conventions simultaneously, and functions as its Carbon Map component (C-Map).
NEXT covers the full agrifood system, including the Agriculture, Forestry and Other Land Use (AFOLU), Energy and Waste IPCC sectors, enabling agrifood value chain analysis and producing results directly compatible with the United Nations Framework Convention on Climate Change (UNFCCC), reporting requirements under the Paris Agreement, in particular Biennial Transparency Reports (BTRs). Built on IPCC 2006, 2013 and 2019 Guidelines (Tier 1 and 2, GWP AR5), it is the only FAO tool for agrifood systems fully aligned with the Enhanced Transparency Framework (decision 18/CMA.1).
NEXT provides a 30-year time series supporting the full project cycle (ex-ante, MRV monitoring and ex-post) at farm, national and regional scales. Its Users Activity Data module offers four implementation dynamics (linear, sigmoid, exponential and open entry) to model complex or non-linear policy patterns within the period of analysis.
NEXT is a key tool for NDC development, Long-Term Low Emissions Development Strategies (LT-LEDS) climate investment projects and BTRs, and is mandatory for all FAO-supported GEF and GCF projects.

Technical guide for the Nationally Determined Contribution Expert Tool (NEXT)
2025
The Nationally Determined Contribution Expert Tool (NEXT) is a greenhouse gas accounting tool developed by the Food and Agriculture Organization of the United Nations (FAO) to support annual environmental impact assessment for the Agriculture, Forestry and Other Land Use sector (AFOLU). It provides a 30-year time series of annual and cumulated estimates of carbon removal and greenhouse gas emission reductions from actions determined by Parties in their climate policies.
The Nationally Determined Contributions NDC Toolbox
2025
The Nationally Determined Contributions (NDC) Toolbox supports countries to achieve their commitments under the United Nations Framework Convention on Climate Change (UNFCCC), and enhance synergies with the Convention on Biological Diversity (CBD) and the United Nations Convention to Combat Desertification (UNCCD). The aim of this flyer is to inform readers about the three tools that make up the toolbox, their objectives and how they can be applied, with examples.
SCALA programme workshop report: Cambodia
2026
As part of its support to Cambodia, SCALA conducted workshops in October 2024 with representatives of Cambodian government ministries on the use of the Nationally Determined Contribution Expert Tool (NEXT), developed by FAO. This document presents exercises conducted for these workshops as well as exercise results based on inputs to the NEXT tool.
SCALA programme workshop report: Ethiopia
2025
As part of its support to Ethiopia, the Scaling up Climate Ambition on Land Use and Agriculture through Nationally Determined Contributions and National Adaptation Plans (SCALA) programme conducted workshops with representatives of Ethiopian government ministries on the use of the Nationally Determined Contribution Expert Tool (NEXT), developed by FAO. This document sumarizes the exercises conducted for these workshops on Ethiopia's nationally determined contribution using NEXT.
