Dear Justin,
In my response to this particular aspect of the question, i realized that in most cases the inadequacy of funding from governments makes many innovative polices only good for the shelves and "big talk".
Therefore, i think that the international structures can assist in this direction.If not grants but at least loans that our governments will eventually pay back.

- The role of the Government ICT department will be to provide the needed technical Know How on ICT to ensure the effective formulation,implementation and evaluation of the e-agricultural strategy.
- The Goverment Agricultural Department will provide the leadership required to ensure that the e-agricultural strategy comes out with the relevant intervantions areas needed for a holsitic Agricultural development.
- The International Structures will provide the funding and other technical support needed to ensure the effective formulation,implementation and evaluation of the e-agricultural strategy.

FORMULATION
1.The in co-operation of the views and concerns of all Agricultural Stakeholders and other relevant actors;through the organization of Stakeholder Forums,Consulation Meetings etc.
2.The Recognition,Review and In co-operation of existing e-agricultural initiatives relevant for the formulation of a holistic e-agricultural strategy.
3.The formulation of a Non Politically inclined e-agriculture strategy in order to avoid implementation challenges.
4.The Recogniton of the need for capacity development on ICT and e-agriculture as a whole to ensure effective implementation.
IMPLEMENTATION
1.The engagement of all relevant stakeholders eg:farmers,financial institutions,produce buying companes NGO's etc. in the implementation of the activities contained in the e-agricultural strategy.
2.The implementation of Results Oriented projects and programs as contained in the e-agricultural strategy.
EVALUATION
1.The design of a strategic Evaluation Strategy to strategically Evaluate the projects as contained in the e-agriculture strategy.
2.The implementation of e- evaluation strategies to fully track the progress of activities as contained in the e-agriculture strategy.

Following the discussions we have had, the following are my recommendations to policy makers for the effective implementation of e-agriculture strategies:
1.ICT infrastructure should be developed and thus made easly accessible; in order to make the implementation of e-agriculture initiatives wide spread and impact oriented.
2.Youth in Agriculture should be largely targetted for the purposes of swift adaption of e-agriculture initiatives; as well as serve as facilitators at the grassroot for developing the capacity of the older generation on these e-agriculture initiatives.
3.A division should be craeted within the Ministry of Food and Agriculture (MoFA) and equiped with the needed human resource and technical infratructure to ensure that the e-agriculture initiatives are effectively implemented.
I am of the opinion that the Agriculture Extension wing of MoFA can assist in this direction but not the drivers of this process.

The Key target areas i raised are not conceptual.As earlier stated,my organization is currently implementing the Audio Conferencing for Agricultural Extension (ACE) project.This directly relates to my point on e-Agriculture targeting Agricultural Extension.
Furthermore, ESOKO in Ghana which is one of our partners is also running projects on SMS alerts for farmers on various issues in Agriculture such as
1.Market access
2.Cultural practices in Farming etc.
Also, M-Banking is commonly used by many farmers in Ghana to recieve and transfer money to facilitate the success of their Agribusiness.
These and many are the on going e-agriculture activities running across the Agricultural Value Chain in Ghana.
The issues raised are therefore not conceptual as you perceieved.

The following are the very key target areas and value chain segments that the e-agriculture strategies in the ACP countries should consider:
- Agricultural Advisory (Extension) services.
- Market Access for farmers and other Agricultural value chain actors.
- e-agriculture financing for Agriculture value chain actors.
- Weather updates.
- e-agriculture training toolkit for:Youth in Agriculture,Agribusiness,Climate Change Adaptive Agriculture,Women in Agriculture etc.
These key target areas/value chain segments are cardinal for accelerated Agricultural and Rural Development in the ACP nations.
Furthermore,these key target areas will also harness the value of ICT for national development and thus propel the development of ICT4D in the ACP.

The Ghana ICT for acclerated Development (ICT4D) Policy is the generalized ICT strategy that also targets the Agricultural sector.

The Audio Conferencing for Agricultural Extension (ACE) Project by the Savannah Young Farmers Network (SYFN)-Ghana is one of the innovative ICT driven approach in the delivery of demand driven/participatory Agricultural Extension services to farmers and other Agricultural value chain actors in Northern Ghana.
