Evaluation of FAO’s support to small-scale producers' equitable access to resources (Better Production 4)
Evaluating the Food and Agriculture Organization of the United Nations (FAO)’s support to small-scale producers' equitable access to resources (better production 4 – BP4) is critical to understanding how effectively the Organization is advancing its strategic commitment to reducing rural poverty, inequality and hunger.
BP4 encompass FAO’s efforts to address long-standing barriers that prevent small-scale producers, especially women, youth and marginalized groups, from accessing land, water, technology, markets and financial services. An evaluation will shed light on whether these efforts are translating into tangible improvements and provide insights to further strengthen FAO’s work.
What will the evaluation cover?
FAO’s work within BP4 during the period 2022–2025 and seek to answer two key questions:
i) What did FAO do to enhance equitable access to resources within BP4?
ii) To what extent has FAO’s support within BP4 enhanced small-scale producers’ access to financial services?
To identify what FAO did to enhance equitable access to resources within BP4, the evaluation will undertake a portfolio mapping and descriptive analysis of FAO interventions under BP4. It will also study the alignment of FAO interventions with Sustainable Development Goal (SDG) targets, especially 1.4, 2.3, 6.b, 9.3, 14.b.
To assess the extent to which FAO support under BP4 has enhanced small-scale producers’ access to financial services, the evaluation will reconstruct a theory of change and map the contribution pathways through which FAO interventions influenced financial inclusion, with a particular focus on interventions aimed at strengthening the enabling environment.
