Marlen Tynaliev has recently joined FAO KG and started working in the position of Food Security Consultant. In his current assignment, he involved in identification, formulation and preparation of programme and project proposals related to food security activities. He completed a Hubert Humphrey Fellowship Program at Cornell University (NY, USA), which was devoted to Agriculture and Rural Development. For the last six years, he worked in agriculture and rural development in Kyrgyzstan. He participated in the successful implementation of several World Bank’s agricultural development projects including “Agribusiness and Management”, “Agricultural Productivity Assistance” and “Support to Community Seed Funds” in Kyrgyzstan.

      Вот и настало время, когда наш онлайн консультация по продовольственной безопасности и питанию (ПБиП) подошла к концу. В связи с чем, хотел искренне поблагодарить от имени организаторов и от себя лично за ваш вклад, который вы вносили в течение целого месяца.
       
      Мы получили бесценные идеи и предложения не только из Кыргызстана, но и других стран мира, благодаря которым, я увидел новые возможности для повышения качества работ, необходимых для обеспечения эффективной реализации программных мероприятий. Я уверен, что идеи, высказанные в онлайн дискуссии будут приняты во внимание соответствующими государственными органами во время всех процессов планирования, разработки и реализации новой программы по ПБиП. Благодарим всех участников за креативные и конструктивные идеи и мудрые организационные советы.

      Dear participants and visitors of the online consultation!
       
      That is the time when our online cosultation on food security and nutrition (FSN) came to end. In this connection, I would like to express my sincere thanks on behalf of the organizers and on my own behalf for your contribution that you have made during a whole month.
       
      We have received valuable ideas and suggestions not only from Kyrgyzstan, but also from other countries of the world, thanks to which, I saw new possibilities for improving the quality of work required to ensure the effective implementation of program activities. I am sure that the ideas expressed in the online discussions will be taken into account by the relevant government bodies at all stages of its planning, development and implementation of the new program for FSN. We thank all participants for their creative and constructive ideas and wise organizational advices.

      Я тоже хотел поблагодарить всех комментаторов за столь интересную дискуссию и хотел призвать новых участников принять участие в этой важной дискуссии для нашей страны. Я поддерживаю мнение Турсун Мамырбаевой, что при разработке государственных программ по продовольственной безопасности и питанию нужно закладывать долгосрочный период реализации (5, 10 или 15) с конкретными пошаговыми действиями. При этом нужно тщательно продумать вопросы финансирования для обеспечения эффективной реализации программных действий. Кроме этого, считаю необходимым добавить, что в скором времени Правительством КР планируется создание секретариата по продовольственной безопасности и питанию. Возможно это говорит о том, что государство хочет и стремиться улучшить ситуацию в стране с продовольственной безопасностью. Настолько, я осведомлён, одним из функций этого секретариата станет продвижение работы по взаимодействию с мульти-секторальной платформой SUN \ расширение мероприятий по питанию Кыргызской Республики, а также налаживание связей с другими региональными и глобальными платформами. Данный предпринимаемый шаг показывает, что государство стремиться внести свой вклад в данную платформу стать ее лидером.

      I would also like to thank all the commentators for such an interesting discussion and encourage new entrants to take part in this important debate for our country. I support the opinion of Tursun Mamyrbaeva that when developing the Food Security and Nutrition Government programs it should be provided with long-term implementation period (5, 10 or 15) with detailed step-by-step actions. Moreover the funding issue should be carefully considered to ensure an effective implementation of program activities. It must be also noted that the Government of the Kyrgyz Republic is planning to establish the Secretariat for Food Security and Nutrition in the near future. This perhaps suggests that the state wants to and strive to improve the Food Security situation. As far as I know, one of the responsibilities of new Secretariat will be to promote interaction with SUN (Scaling Up Nutrition) multi-sectoral platform, as well as with other regional and global platforms. These steps are taken by the State in an attempt to contribute to this platform, become it’s leader.
