Objective / Goal Sudan seeks to use GCF readiness support to complete and consolidate the REDD+ readiness preparation and to start the implementation/investment phase on emission reductions (ER) and carbon removal projects and programme. In particular, Sudan intends to use the readiness support to develop its National Forest Reference Level (FRL), building on the experience, data and capacities obtained through the construction of a subnational forest reference level, developed following the UNFCCC guidance on elaborating a subnational FRL as an interim measure applying the stepwise approach to develop a national level FRL.

Activities
  • Adapted forest monitoring activities to conflict conditions by shifting from field-based data collection to high-resolution remote sensing and virtual workflows.
  • Applied advanced remote sensing tools, including Google Earth Collect and SEPAL, to generate national Activity Data for forest monitoring and REDD+ reporting.
  • Trained a national team of 18 Sudanese experts in remote sensing, data acquisition, validation, and analysis to strengthen long-term technical capacity.
  • Supported women’s leadership in forest monitoring by ensuring strong female participation and leadership within the technical team.
  • Analysed and classified 7 558 sample plots covering the entire national territory to produce consistent land-use and forest cover data.
  • Integrated satellite imagery and GEDI LiDAR data to improve biomass modelling and carbon stock estimation for REDD+ readiness.
  • Generated evidence-based data on forest loss, gain, degradation, and stability to inform national climate reporting and policy decisions.
  • Embedded Activity Data methodologies into Sudan’s National Forest Monitoring System to ensure sustainable, repeatable, and transparent forest monitoring.
Impact
  • Forest monitoring sustained under conflict: National forest monitoring continued despite insecurity and lack of field access through advanced remote sensing and virtual workflows.
  • UNFCCC-ready results delivered: Robust Activity Data and biomass models supported the development and submission of Sudan’s Forest Reference Level.
  • National capacity strengthened: 18 Sudanese experts trained in remote sensing, data validation and biomass modelling for long-term MRV and forest monitoring.
  • Women leading climate action: Women made up over three quarters of the technical team and led data generation, coordination and analysis under extreme conditions.
  • Higher-quality forest data: 7 558 sample plots analysed across 188 million hectares, improving accuracy, transparency and repeatability of forest and carbon stock data.
