In order for the GFCM to effectively implement its mandate, GFCM management and conservation measures must be correctly enforced: all Contracting Parties, Cooperating non-Contracting Parties and relevant non-Contracting Parties must abide by such measures when fishing in the GFCM area of application. The GFCM monitors the correct implementation of its binding recommendations through its Compliance Committee, which carries out an annual process to identify cases of non-compliance. The process entails a first phase whereby requests for clarifications are sent to all countries; and countries deemed non-compliant are formally notified via an identification letter. The Compliance Committee evaluates actions taken in response to identification letters, together with any new information, and advises the Commission on whether to revoke or continue the identification, recommending potential measures to resolve situations of non-compliance.
