Estimating with a high precision the number of agricultural holdings and other population-related indicators is one of the main targets of the agricultural surveys. Achieving this objective is not straightforward when using an area frame: the choice of the estimator is indeed delicate since it depends on the criterion to link the observation units (e.g. agricultural holdings or tracts) and the sampling units (e.g. segments or points).

While there is growing awareness of the issue of food losses at the political level, official post-harvest loss data for informing policymaking and reporting on SDG Indicator 12.3.1. (a) Food Loss Index is scarce. One main strategy proposed by the 50x2030 Initiative for optimizing data collection is sub-sampling for some of the survey modules.

This paper documents the process of integrating the two surveys: the Uganda National Panel Survey (UNPS) and the Annual Agricultural Survey (AAS), and ways to improve efficiency by avoiding duplication, reducing costs, and aligning methodologies and results.

This paper will present an overview of the key 50x2030 Initiative technical features of the proposed integrated sampling procedures including the development of sampling frames, stratification criteria, sampling size calculations, estimation procedures and sampling approaches over time. The operational procedures will be highlighted through a presentation of an application of the methodology in the Uganda Harmonized Integrated Survey.
