Global Transparency Community Meetings: Enabling data-driven progress on NDC 3.0 implementation

The CBIT-Forest II project will participate in the 2026 Global Transparency Community Meetings, to be held from 14 to 16 April 2026 in Naivasha, Kenya, under the theme “Transparency to Drive Effective Implementation of NDC 3.0”.

The event will bring together policymakers, transparency practitioners, Nationally Determined Contribution government focal points and climate experts from more than 70 countries to exchange experiences and lessons learned on how transparency frameworks, data and tools can support effective implementation of NDC 3.0.

For FAO under the CBIT-Forest II project, this is an important opportunity to highlight the role of forest data transparency for climate action. Strong forest-related data and transparent systems for managing, sharing and using that data are essential for tracking progress on mitigation targets, informing policy decisions, improving coordination across institutions and strengthening countries’ ability to report under the Enhanced Transparency Framework of the Paris Agreement.

Transparency is not only about reporting. It helps countries understand what is working, where gaps remain and how action can be adjusted over time. In the forest sector, this means improving the availability and use of data on forest extent, forest change, greenhouse gas emissions and removals, and the impacts of policies and measures. These data are critical for tracking implementation, informing Biennial Transparency Reports and supporting the progress of national climate commitments.

As part of the Meetings, FAO and the CBIT-Forest II project will lead Session 5, “Tracking the Path: Linking Transparency to NDC 3.0 Progress”. The session will explore the essential elements needed to track NDC 3.0 implementation effectively, how this process feeds into the second Biennial Transparency Reports, and the role of indicators, tools and data systems in supporting consistent and credible progress tracking.

The session is particularly relevant for the forest sector, where transparent and reliable national forest monitoring systems can help countries monitor contributions to NDC targets, identify implementation bottlenecks and strengthen evidence-based planning. By improving how forest data are generated, managed and used, countries can better connect transparency efforts with practical climate action.

The 2026 Global Transparency Community Meetings are co-organized by the Initiative for Climate Action Transparency, the Capacity-Building Initiative for Transparency – Global Support Programme, the United Nations Environment Programme and the United Nations Development Programme, with technical support from partners including the UN Climate Change Secretariat, the Food and Agriculture Organization of the United Nations and the Partnership on Transparency in the Paris Agreement.
