This Monitoring and Evaluation Tool for Land Administration Programmes (M&E-LAP) was developed drawing on the design, implementation and evaluation experience of the FAO Investment Centre and the World Bank. It was shaped through collaboration with external experts in land tenure and M&E, as well as members of Project Coordinating Units and national land administration institutions.
General presentation of the tool
Developed after more than 20 years of experience with Land Administration Programmes (LAP), the tool responds to two key needs. First, it enables implementation teams to share knowledge and harmonize working methods for monitoring and evaluation (M&E). Second, it supports FAO and financing partners such as the World Bank, in standardizing approaches, establishing a common evaluation framework, and clarifying programme results and impacts across the region.

The main part of the M&E-LAP tool (blue column) consists of 3 modules, and these correspond to the main levels of intervention of LAPs (modules 2, 3 and 4). The tool also has two cross modules (modules 1 and 5) corresponding to the proposed methodology of the guide and the Fiscal, Financial and Economic Analysis.
