Module 2
National Land Administration Institutions (LAI)

The Module 2 corresponds to the first level of intervention of LAPs, i.e. national land administration institutions within which LAPs seek to promote more efficient, better quality services.

Intervention levels

This guide contains 5 modules, which allow users to proceed independently of the tool’s own logic. The modules contain numerous external hyperlinks to access a bank of technical documents of the FAO, World Bank and other additional information sources. They also contain internal hyperlinks for navigating between modules or for easy access to the tool’s glossary.

The results and impacts chain

Expected results and effects can be visualized according to a vertical logic which shows the cause-effect relations generated by LAP interventions. As regards the intervention of LAPs in LAIs, three main courses of action have been taken into consideration here: cadastral mapping and/or updating, modernizing and updating of the land register, and strengthening of land titling or regularization institutions.

The areas of intervention of LAPs within these courses of action are generally:

  • Modernizing the legal framework as regards land tenure and administration;
  • Promotion and communication within institutions and in society about land administration services with particular emphasis on women and other groups that have historically been discriminated against in these services;
  • Development and modernization of cadastral and registration information updating and management;
  • Legal diagnosis of land tenure and regularization, clearing and titling processes (RCT);
  • Identification of tenure disputes.
