Intervention levels
This guide contains 5 modules, which allow users to proceed independently of the tool’s own logic. The modules contain numerous external hyperlinks to access a bank of technical documents of the FAO, World Bank and other additional information sources. They also contain internal hyperlinks for navigating between modules or for easy access to the tool’s glossary.
Brief presentation of the methodology
This tool was developed based on the design, implementation and evaluation experience of various experts involved in these programmes (see introduction). The materials proposed rely on evaluations of institutional efficiency and impact on households carried out by LAPs in Guatemala, Honduras and Nicaragua.
The tool is based upon these experiences along with the cooperation of the FAO Investment Center (FAO-CFI), the World Bank and national LAPs teams, allowing for methodologies to be adapted and the capabilities of local teams to be strengthened by the ongoing exchange of experiences. Consequently, the tool summaries the evaluation experience of LAPs and represents a great commitment to combining academic, institutional and technical approaches to allow for the improved development and evaluation of LAPs in the future.
