Module 3
LAPs and Subnational Entities

It corresponds to the level of intervention of subnational entities, i.e. Municipal Districts and Indigenous Communities and Territories (ICT) where LAPs seek to promote multipurpose land administration systems.

Intervention levels

This guide contains 5 modules, which allow users to proceed independently of the tool’s own logic. The modules contain numerous external hyperlinks to access a bank of technical documents of the FAO, World Bank and other additional information sources. They also contain internal hyperlinks for navigating between modules or for easy access to the tool’s glossary.

Subnational entities (municipalities) level

The following grid contains indicators proposed for the evaluation of LAP intervention at the municipalities level of land administration according to the results and impacts chain of Module 3.

This framework considers three levels of evaluation:

  • The impacts or effects at territory and citizen level.
  • The results (key and intermediate) related to municipal capacity building and the appropriateness of LAP intervention for municipal governments.
  • The key products derived directly from LAP actions as regards capacity building for subnational entities.
