Development flows to agriculture 2014–2023. Global and regional trends

The FAOSTAT development flows to agriculture (DFA) domain is an important component of agricultural investment financing statistics which also includes government expenditures on agriculture, foreign direct investment (FDI) in agriculture and credit to agriculture.

The domain provides readily available data to enable analysis on aid flows and the purposes they serve, with an emphasis on agriculture, its components, and environmental protection.

Main findings:

  • Donors contributed USD 410.4 billion to development in 2023. This is a 76 percent increase from USD 233.2 billion in 2014 and a marginal (0.4 percent) decrease from the peak of USD 411.9 billion in 2022 as several donors significantly increased their expenditure to address the needs of refugees fleeing the war in Ukraine.
  • Development flows to agriculture (DFA) increased marginally from USD 18.0 billion in 2022 to USD 18.2 billion in 2023, following a record-high growth of 35 percent in 2022.
  • Africa received in 2023 the largest share of DFA (49 percent), followed by Asia (28 percent). Combined, the two regions’ share rose from 73 percent in 2014 to 77 percent in 2023.
  • The International Development Association (IDA) of the World Bank was the top donor to agriculture for 2021–2023, followed by the International Bank for Reconstruction and Development (IBRD), the Islamic Development Bank (IsDB), Germany, European Union institutions and the United States of America.
  • The top ten recipients of DFA during 2021–2023 were Egypt, India, Ethiopia, Indonesia, Kenya, China (mainland), Ukraine, Bangladesh, Nigeria and Colombia.
  • The agriculture orientation index (AOI) of disbursements fluctuated between 0.40 and 0.55 between 2014 and 2023, indicating that agriculture received a smaller portion of development flows relative to its contribution to GDP in recipient countries.
