Southern Nations meet to solve development challenges

The 2015 South-South Knowledge Exchange in Nicaragua will bring nations together to share knowledge and experience.

The third international edition of the South-South Knowledge Exchange on Cadastre, Property Registry and Land Tenure will be held in Granada, Nicaragua from September 30 to October 2, 2015.  The event is organized and financed by the Government of Nicaragua, through the attorney general’s office, and supported by FAO and the World Bank.

An effective tool for developing nations

South-South Knowledge Exchanges provide a platform for developing nations in the global South to share knowledge, skills and experience.  Through peer-to-peer learning, participants are provided with insight and inspiration for designing and implementing solutions to development challenges.  This country-led initiative has been gathering strong support from the international community, with development forums such as the G20 Summit in Cannes (2011) and the UN South-South Cooperation Summit in Nairobi (2009) endorsing it as an effective tool for arriving at solutions to common problems.

A dynamic event

The 2015 edition of the Exchange promises to be a dynamic event.  It will be host to international cooperation agencies and land and administration institutions from over 15 countries. Approximately 120 attendees will have the opportunity to exchange experiences, share lessons and collaborate for better management regarding the land registration, the strengthening of legal certainty and security of tenure.  Participating nations will include Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Macedonia, Mexico, Panama, Paraguay, Perú, Dominican Republic, Uruguay and Nicaragua.

Previous editions of the event, held in Honduras in 2013 and Guatemala in 2014, resulted in fruitful exchanges between countries.  This has reinforced the support of the nations’ governments, who are the key players in these exchanges.

The agenda and a new tool

The program for the 2015 edition will be based on three main axes:

  • The approaches to the regularization of land tenure for small holders
  • The modernization and integration of the Cadastre-Register
  • The monitoring and evaluation of the Project of Land Administration

During the event representatives from FAO will present the progress in the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure in Latin America, short videos on the recognition of Indigenous Territories in Guatemala, and a new web based tool for monitoring and evaluating Land Administration Projects (LAP) in Latin America and the Caribbean.  This website, to be launched during the Exchange, provides governments, civil society and agencies with the latest methods and practical tools for monitoring and evaluating the effectiveness of land administration projects. Prepared and reviewed by experts from FAO and the World Bank, as well as local experts in Latin America, the tool will be updated as new lessons emerge.

Together the Exchange and the website offer real-world contributions to the strengthening of good governance practices on land tenure in Latin America.
