The joint team of animators from the Food and Agriculture Organization and the International Telecommunication Union welcome you to this important e-consultation where we solicit your inputs on specific key questions of interest pertaining to digital agriculture investments and digital transformation in Sub-Saharan Africa.

The consultation will last for 3 weeks with each week dedicated to specific question(s). We appreciate your commitment to this task even in these difficult times whilst we work collectively to end global hunger. In this e-consultation, we expect to engage with participants in both English and French. 

With cue from earlier consultations on this platform, we implore participants to be clear in their submission and include facts and figures as well as reference materials where available. We encourage participants to draw the attention of other stakeholders they think can contribute substantively to the discussion but are not registered on this platform to this on-going exercise.

Forum E-consultation on ethical, legal and policy aspects of data sharing affecting farmers

Day 3: Long-term ethical, legal and policy changes needed to move from the current scenario to the desired scenarios

Interesting discussion is emerging and some useful insights.In line with my comments yesterday of the involvement of farmers and local community, l concur that the approach by the coalition of association of EU agri-food chain that signed on the 23 of April a joint EU Code of Conduct on sharing of agricultural data is a good precedent.

In many developing countries farmers are also grouped into farmers' organisations, any model or scenario should not avoid this key constituency. If discussions and platforms are co-owned by the farmers through their associations, there is sustainability and also local ownership of the emerging models and platforms.

On ethical issues, l believe an emerging scenario should atleast be compliant with GDPR requirements.In that way a lot of ethical issues are avoided. Data rights like any property should be protected and the owner should rightfully hand them.

Legal approaches vary from place to place, l think platforms should be hosted under jurisductions that are not restrictive, however - legal requirements are now transnational i.e DGPR.

Traditional and Indegineous knowledge is a burning theme , the challenge being some of this knowledge isnt documented and an attempt to do so usually infers an ethical breach. Farmers and farming community should reserve the right not to share data they classify either as sensitive or indigenous. There is also a 'caveat' that needs to be placed for those that will access this data, so that its ensured they do know abuse the IP and property rights of the communities that created this information.

Day 2: Desired scenarios for a future where data-driven agriculture is successfully adopted by smallholder farmers

If l may remove my hat as a moderator, first l thank all those who commented and enjoy the submissions so far.

With regards to today's questions, for me l envisage scenarios where farmers have platforms that they access the data they produce. I imagine a situation where with precision agriculture each farmer produce data, if this data can be stored on a shared cloud service that agreggates data from similar farmers. This data can be useful to these farmers.

So l see a need for shared approach, common data themes within farming communities and these clusters of farmers need to be connected if individually produced farm data can be useful beyond the farm walls. 

With developing countries, there is still a need for aggregation of off farm produced data that will be useful to farmers, such as weather data and market related data.

In essence, organised data communities for farmers, common aggregation services, farmers should be able to consume and use that data for decision making. Partnering with service providers will be essential.
