Country-Led Planning engagement

Cambodia joined the Country Led Planning (CLP) process with the Global Forest Observations Initiative (GFOI) in 2025. The CLP Programme of Support intends to clarify national interests, identify potential institutional leadership and assess the conditions to formally initiate a CLP process.

National Forest Monitoring System

Cambodia has developed core elements of a National Forest Monitoring System (NFMS) and measurement, reporting and verification (MRV) framework over the past decade, largely in connection with REDD+ readiness and international climate reporting. The system supports land use and forest cover monitoring, emissions estimation and reporting under the United Nations Framework Convention on Climate Change (UNFCCC).

Cambodia’s NFMS benefits from accumulated technical experience, particularly in remote sensing, landcover mapping and forest change analysis. Previous REDD+ related investments have strengthened national technical skills and datasets. The country also has active engagement from international partners and donors, which has supported method development, training and data production, providing a solid basis for further consolidation of the system.
