Country-Led Planning engagement

Fiji was among the first pilot countries to engage in the Country Led Planning (CLP) initiative with the Global Forest Observations Initiative (GFOI), initiating its engagement in 2023. The CLP Programme of Support centres on re engagement efforts, dialogue with key ministries and GFOI partners, and options to re establish leadership and coordination, including facilitating the implementation of the CLP Functional Gap Assessment tool.

National Forest Monitoring System

Fiji has a functionally advanced National Forest Monitoring System (NFMS) and measurement, reporting and verification (MRV) system, developed initially in 2017 and upgraded in 2021 to include stronger integration and reporting functions through the Forestry Information Management System (FIMS). The system supports national forest inventories, forest cover change analysis, emissions estimation and international reporting under the United Nations Framework Convention on Climate Change (UNFCCC), including national communications, nationally determined contributions (NDCs) and National Inventory Reports.

Fiji benefits from a relatively mature technical foundation with well developed technical capacities, trained national staff within the Ministry of Forestry, and robust methodologies for forest inventory, remote sensing and emissions estimation. The NFMS has benefited from sustained international support, a clear legal framework (including the Climate Change Act of 2021), and growing experience in integrating NFMS outputs into broader climate and land use planning. The upgraded NFMS design explicitly prioritizes data integration and documentation, strengthening transparency and consistency.
