Country-Led Planning engagement

Peru has been an actively engaged country within the Country-Led Planning (CLP) initiative with the Global Forest Observations Initiative (GFOI) since 2024. Engagement focuses on shared learning, technical reflection and dialogue among national institutions and GFOI partners. The CLP Programme of Support aims to strengthen the coherence and long-term sustainability of forest monitoring arrangements, particularly in response to evolving international requirements and national policy priorities.

National Forest Monitoring System

Peru has developed a robust forest monitoring and measurement, reporting and verification (MRV) landscape, structured across multiple systems rather than as a single unified NFMS. Core components operate under the National Environmental Information System (SINIA) and the National Forest and Wildlife Information System (SNIFFS), led by the Ministry of Environment (MINAM) and the National Forestry and Wildlife Service (SERFOR), respectively. These include the Forest Cover Monitoring Module (MMCB), a multipurpose National Forest Inventory (INFFS), national greenhouse gas inventories (INFOCARBONO), and several sector-specific monitoring platforms such as GEOBOSQUES, the Center for Monitoring and Evaluation of Ecosystems and Natural Resources (CMERN), and the Forest Assets Monitoring Module. These government-led systems are complemented by contributions from civil society and indigenous organizations, which support forest monitoring, early warning and information use at subnational and territorial levels.

Key strengths of Peru’s NFMS include long-term institutional investment, technical capacity at national and regional levels, and a comprehensive legal framework supporting forest governance and climate transparency. Peru has developed operational forest monitoring tools, integrated MRV for REDD+, and established data dissemination platforms used nationally and internationally. An active and diverse ecosystem of actors, including regional governments, indigenous organizations, civil society and academia, contribute to the generation, use and validation of forest information, strengthening the overall resilience of the system. Peru’s REDD+ architecture and engagement with donor initiatives provide a basis for accessing performance-based climate finance.
