Establishing a Big Data Platform

Establishing a Big Data Platform is a multi-stakeholder process that goes beyond technology deployment.

It is a multi-step participatory approach:

Step 1: Define the scope of the Big Data Platform

Define the scope and coverage of the Smart Aquaculture Big Data Platform, including the species and geographical areas covered, the production systems included and the sections of the aquaculture value chain that will participate in the platform.

Step 2: Stakeholder mapping 

Identify and map all actors who contribute to or depend on aquaculture data, including farmers, processors, government agencies, laboratories and civil society. Assess their data needs, current digital literacy and potential roles in the platform.

Step 3:  Visioning workshop 

Bring key stakeholders together to agree on the platform’s objectives, governance principles and data-sharing rules. Use participatory methods (e.g. value chain mapping and systems diagrams) to build a shared understanding. Validate existing services and solutions.

Step 4:  Data Management Plan 

Develop a formal document outlining how data will be collected, stored, accessed and shared. Address privacy, data ownership and intellectual property considerations from the outset.

Step 5: System development

Design and develop the platform based on the requirements identified in the previous steps. Establish a clear process for defining, documenting and managing system requirements, while recognizing that specifications may evolve over time.

Step 6: Pilot design

Select a diverse pilot group to test the platform. Define selection criteria based on completion of previous steps and implementation readiness, including technical capacity, site accessibility and commitment to collaboration and equipment maintenance.

Step 7: Iterative feedback

Build formal feedback mechanisms into the pilot to enable users to report on the usefulness and accuracy of platform outputs. Use this feedback to refine models, interfaces and alert thresholds.

Step 8: Governance review

Before scaling, review and update the governance framework to reflect lessons learned from the pilot. Establish formal data-sharing agreements among all participating institutions.
