Foresight planning at village level: using decision support scenarios

The booklet presents a methodology developed by the activities of the projects “Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao People's Democratic Republic” and “Sustainable Productivity in agriculture in the context of Climate Smart Agriculture and Agro-ecology”. This handbook aims at providing guidance and resource to implement foresight planning at the village level by presenting a full exercise to be conducted at the field level. The exercise is divided in five steps and should allow to visualise possible futures in 2030. The exercise is designed as an added section to the Participatory Forest and Agricultural Land Use Planning, Allocation and Management (pFALUPAM) manual. This document provides the supplementary materials such as tables, figures, and the pFALUPAM village plan and land use maps for Keosaenkham village that are to be used as example in the real case pFALUPAM exercises.

Building coffee resilient pathways in Lao People's Democratic Republic

The booklet presents the result of the activities undertaken by the projects “Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao People's Democratic Republic” and “Sustainable Productivity in agriculture in the context of Climate Smart Agriculture and Agro-ecology”. In the leaflet, the story map of the coffee crops production system is analysed using the agro-ecological zoning future crop suitability maps and multiple foresight analysis tools. All elements of the crops value chain are identified, as well as current and future risks and opportunities. Based on these analyses, the policy recommendations containing proposed actions and strategies are elaborated in the form of a pathway action plan. This story map was produced by national experts and its validity was confirmed and tested by field missions and national expert meetings, which involved local experts and various stakeholders, including farmers and private sector. The main beneficiary of this leaflet should be the policy and the decision-makers at the local and national level.

Near real-time data collection for pests and diseases outbreak

The leaflet presents the tool used in the Laos Climate Services for Agriculture (LaCSA) to collect pest and disease data in near-real time. The real-time pest and disease outbreak data are collected by PPC since many years. Under the collaboration with FAO, the data are now used as part of the LaCSA to produce climate services for farmers at weekly and monthly intervals. Near real-time pests and diseases input forms and incidence reports are also presented. In addition, the leaflet also explains how the new tool helps with strategic pests and disease planning and outbreak management, to improve the capacities of farmers at the local level, and to leverage proactive farming practices. Finally, the leaflet explains how government entities and national and local NGOs who work in agriculture promotion can use this information for capacity building and rural development programs.
